Reports
President
Welcome. Freshers’ fortnight went well and thanks to the frepps. Well done to the sports teams as the rugby team beat chads and the womens’ football team won too. We are now at war with Chad’s but stealing does not help! Please check emails. This week going to short listing for senior tutors. Please try and be quieter in the evenings if you are near third and fourth years. Question – why dressed like Geri. Answer – always do!
CCR –
Welcome. Many meetings. Will be many more. Thanks to Henry for opening the bar. To Becca for welcoming Cranmer freshers. To Martin for all the finance stuff. To Nick for all the welfare things and Enoch for sorting the papers but still want the mirror not the star. Richard and Kevin for closer MCR – CCR links and Stuart for environment things.
MCR
Representing the MCR. Less well organised Freshers’ week than the JCR. Hoping to build the MCR and so should be around college more. Hopefully, new secretary – Judith. Welfare – Hannah Brock. Thanks to Becca and Freshers’ reps for help with post grads.
Estates
Been a mistake – formal is week after next. Website is not working too well so will do a new sign up next week so have to email Will requesting place in formal. Crossgate centre is being sold. Many people are worried about laundry facilities. Will will make sure that there will be laundry facilities. Common room is another matter though. College will get money back when the centre is sold and Will is happy that the benefits outweigh the costs. HL – valuable resource. WH – not a central point as those living on the other side of Durham cannot make use of it. JC – will we lose the use of the facilities this year. WH – yes, will be in a matter of months. BD – nothing we can do if college decide to sell it but we will do all we can to ensure the money spent on the common room comes back to us.
Welfare
Meetings – JJCR exec meeting. Welfare awareness day. Welfare stash has been organised. Confidentiality policy coming in. Nightline sign up is 22nd, 23rd for 28th, 29th. More info to come. Thanks to Frepps. Thanks especially to Maxine Gillies, Becca Warner and Rachel Hockey. Have done a great job in the absence of a specific rep.
Treasurer
Break down of membership fee - £10 to Part I, £35 to Part II and £15 to Membership fund. Looks like we have the most complex financial structure in the university. Thanks to CCR and MCR as are amalgamating accounts and standardising payments making it work out a lot better anyone wanting to know more – ask. Please do money request forms soon. Anyone who still owes martin money for membership, please find him and pay.
DSU
Before Freshers’ week had training in DSU. Better idea on how going to run campaigns. Had meetings. Issue of budgeting in the DSU. £73,000 deficit from a range of issues that are being looked into now. Will be a lot of restructuring. Appointing a general manager to look into this. Tickets still available for the freshers ball. DSU General meeting and Council this week. Feel free to come – can vote in the general meeting. If anyone does want to go – meeting at 7:15 in reception on Wednesday.
Services
Services are all around in college. Laundry in Cruddas has been fixed. If you encounter any problems send Enoch an email and will sort it in 48 hours. Shop stocks have been reorganised. Getting rid of stocks that have not been sold. Popular stocks will be abundant and less popular will be abandoned. Sandwiches are back and tuna and cucumber is gone. Stash order forms – more will be put in Bailey room and Cranmer common room. E-mail Enoch with any stash quieries. Deadline 26th October. Quiz machine has been fixed. X box has been moved to the common room from the DVD room. Next week – organising margarets’ shop. Laundry – opening hours 9am-10pm. Please don’t do laundry outside those times.
Comms
Minutes and data base of livers out addresses for TW. TW must be in by 8pm on Thursday and e-mails out on Wednesday. TW in the MCR
Social
Freshers formal – hope it went well. Elections for SEC are in Epiphany. Bailey ball is next. Prices are going to go up - £63. Will be from 6pm – 5am. Come to the bops – go on till 2am. Any questions – email.
Bar
Everything in the bar going very well. Debt repaid in a year rather than three. Down to a huge amount of effort from the bar teams. Please don’t be sick – you will be fined. Please don’t nick glasses. Ask if you want something – will be a suggestion box.
Motions
Deadline is 11 days before the meeting.
Howard’s Bulldog
Proposed by Ben Salter
Encouraged everyone to knock on the glass and introduce yourself when he’s having supper!
This JCR notes:
Howard
A dog is a man’s best friend.
This JCR believes
This JCR resolves
Means action to be taken in response to the aforesaid beliefs and notes.
Questions
BD – can the chair explain what approximately means in resolves?
JE – not yet approved by finance committee therefore need 90% majority to pass it. May spend £200 up or down from said amount.
RK – Have an animal welfare policy – spending 24/7 with Howard?
JE – have many policy motions.
BS – Howard would get on well with a bulldog and would feed it and would save Howard mauling freshers.
EJ – Strike belief 4 as women’s netball squad are not all dog people. Ammend motion.
BS – formally objects.
JE – therefore need a discussion.
BS – Feels the netball squad would prefer a dog.
EJ – Cats purr!
Ammendment
31 in favour
26 against
33 obstentions
Ammendment has been accepted.
BS – feels strongly about this so withdraws motion.
Motion of policy: Welfare Confidentiality
This JJCR notes:
This JJCR believes:
This JJCR resolves as a matter of policy:
JE – noted that if passed this is binding on the JJCR for the next three years.
Questions
HB - Who makes the decision on who of the list to contact?
NR - Welfare officer to make that decision.
HB – should have a distinct rule as to who should be contacted.
NR – Not meant to be binding as it is meant to be loose so that someone can use their judgement.
A -
AW – what would happen if an officer breaks the policy?
NR – could remove the officer.
JE – is also a motion to clarify the role of welfare
MH – Are student-2-student supporters bound by the constitution? If the problem was an issue that had been leaked to a public rorum is a board of abstenture a suitable method of punishment as would bring the issue into the open when it is confidential.
NR – Don’t know
JE – yes.
NR – would be up to the person whose issue has been disclosed.
JE- complaints procedure could be used where only BD or JE would need to be told.
VJ – only the person whose issue it is would have authority to do that?
NR – yes.
BJ – Would it not be a bit clumsy to tell people
NR – only in certain situations and speed is necessary
LW – would permission be sought before seeking further confidence
NR – yes and if not given would not proceed.
Should release a document clarifying part 3
NR – ok.
Would the document be released for training.
NR – no official training needed but any training would include a document similar to this.
MH – if the motion is so open to the discression of a welfare officer, what is the concerete need for this?
NR – so that it is in the constitution. So many other JCRs have a confidentiality policy need to bring it in line.
Motion of procedure to extend discussions for 5 minutes.
K – Why are tutors not included.
NR - Resident tutors are included as they are on call 24/7 but senior tutor isn’t. Only binds those who are student representatives.
CR – what would happen if it had to be taken further
NR – ok but need to tell the person first.
BS – On all training have to do this.
NR – has consulted professional councellor and has been passed by welfare committee.
MH – asked that it is taken on a vote.
JE – official opposition?
No
Votes overwhelming in favour.
This JJCR notes a high level of college interest in an annual ski trip.
This JJCR believes:
This JJCR resolves:
To affiliate the St John’s College Ski Club to the JJCR (under the Societies Council)

This JJCR resolves:

BS – the people who did the job may be willing to continue
NR – there is a by-election this meeting.
JE- were elections 2nd Michaelmas so they were traditionally finalists but they will continue from 2nd Michaelmas for the next year.
LW – wouldn’t it be good to have a position on the frepp team?
BS – Frepps arrive to do decs and prepare where as international reps have to go and collect people from the train etc.
S – being an international rep involves coordinating international students in John’s with the rest of the university.
JE – If this position goes through, someone will do the position until the actual election.
Dominique - One or two candidates can stand?
JE – One but two or more can always stand.
Taken on a general aye.
This JJCR notes:
The position of Assistant Comms
The lack of candidates for afforsaid position.
This JJCR believes:
That manifesto positions should be reserved for positions with high levels of responsibility.
That assistant comms is not a position with enough responsibilities to merit it being given manifesto status.
This JJCR resolves:
To remove the manifesto requirement from the position of assistant comms with immediate effect.
No questions.
